If you have granted offline access to your end-users and they still can't see 'Save to browser' option to save file for offline use. Do you have external service enabled on your account? If yes, then follow the steps below:
1. Go to Settings Tab
2. Click on External Settings
3. Check if 'Remember Me' option is enabled. If its is disabled, then enable it and save the settings.
If you don't have external service enabled on your account, then make sure offline access field in DRM policy has value greater than 0 and end-user has proper permissions:
